The major departments of the ITF and their functions are as shown below:
- The Director-General is responsible to the Chairman of the Governing Council of the ITF and the Minister of Industry. The Director-General formulates policies and provides corporate leadership and vision for the ITF. As Chief Executive, he presides over all Management deliberations of the ITF and directs all administration services. The Director-General formulates fiscal policies, controls and directs financial transactions of the ITF in his capacity as Chief Accounting Officer.
- The Director-General plans and controls all ITF's HRD policies and programmes and directs ITF's national and international interactions and interventions.

Human Resource Management Department
Organise and execute Policy Matters as may be directed by the Director-General; Advise the Director-General, Departments and Units on administrative matters; Provide framework for the effective administration and management of Fund’s staff; Provide facilities and incentives to adequately motivate and develop staff; Ensure harmonious working relationships for effective performance; Liaise with relevant agencies on policy matters; Prepare Periodic and Annual Reports on the activities of the Department; Ensure acquisition, maintenance and safeguard of Fund’s assets and Monitor adequate execution of Fund’s projects for effective corporate performance; Undertake any other function as may be assigned by the Director-General.
Business Training Development
Set standards for Human Resource Development practice in both private and public Sectors of the National economy; Conduct specialized in-company training programmes for improving productivity and efficiency in industry and commerce; Provide pedagogy (instructional) training facilities and materials for enhancing quality of training packages and delivery; Advise organizations on Human Capital Development, particularly in Business and Commercial Services; Build data bank on training activities of the Department; Design and produce Fund’s Annual Manpower Development brochure; Produce and allocate course bags for Fund’s scheduled training programmes; Undertake any other function as may be assigned by the Director-General
Corporate Planning Department
Field Services Department
Provide Data for Management’s Medium and Long-term Plans and coordinate the preparation of Corporate Strategic Rolling and Annual Work Plans; Prepare and produce unified Corporate Work Plan and monitor its implementation; Monitor Course Approval and process Training Reimbursement Claims; Coordinate Students Industrial Work Experience Scheme (SIWES) in liaison with Supervisory Agencies and other Stakeholders; Monitor, Assess and Evaluate all activities of Headquarters Departments, Area Offices and Training Centres of the Fund; Prepare periodic Corporate Progress Reports, including Annual Report and Reports on Activities of Departments; Facilitate Fund’s participation in the National Council On Industry Meetings; Review and produce operational guidelines for Students Industrial Work Experience Scheme and Training Reimbursement; Undertake any other function as may be assigned, from time to time, by the Director-General.
Technical Vocational and Skills Training Development Department
Design and execute Skills Acquisition Training Programmes required in commerce and industry; Develop job specifications in various skill areas; Conduct skills improvement training in areas of needs in commerce and industry; Supervise, evaluate and monitor Apprenticeship Schemes in collaboration with relevant Agencies; Prepare periodic and Annual Reports on the activities of the department; Establish National Standard for all Vocational Skills Training; Test and certify graduates of approved Vocational Training Centres; Undertake any other function as may be assigned by the Director-General
Research & Curriculum Development Department
Generate and maintain Directory of Employers; Conduct empirical studies on manpower and skills requirements in specific sectors of the national Economy; Identify Training Needs of organisations, including diagnostic studies; Review and assess the impact of specific training programmes of the Fund; Manage and maintain Fund’s Library Services; Develop specialized programmes for client organizations resulting from diagnosis; Design, Develop and Implement programmes to meet training needs of clients; Evaluate, review and update training programmes regularly to meet the needs of clients; Organise Biennial National Training Conferences; Prepare periodic and Annual Reports on activities of the Department; Undertake any function as may be assigned from time to time by the Director-General.
Information & Communication Technology Department
Manage information resources of ITF through the use of Information and Communication Technology. Design, implement and maintain a comprehensive Management Information System through up-to-date Data Bank. Provide pedagogy (instructional) training facilities and materials for enhancing quality of training packages and delivery. Develop a library of training aids for the Fund and Clients, including e-learning; Undertake any other function as may be assigned by the Director-General.
Prepare and submit procurement plans and processes to the Procurement Planning Committee (composed of the Director-General as Chairman; Director, Finance & Accounts Dept.; Director, R&CD Dept.; Director, AHR Dept.; Head, Legal & Council Affairs Unit as members, and Director, Procurement Dept. as Secretary) for onward consideration and approval by the Tenders Board (composed of all Members of Management with Director-General as Chairman, and Director, Procurement Dept. as Secretary) in line with the Procurement Act 2007; Manage Procurement processes and procedures in line with the Procurement Act 2007; Prepare documentation for submission to relevant authorities for approval; Perform any other assignment that will be given by the Director-General that may be necessary to enhance performance of the procurement function.
Revenue & Inspectorate and Compliance Department
Plan, coordinate and supervise revenue generation activities of the Fund. Manage all matters related to liability to contribute to the Fund. Advise Management and Governing Council on Revenue Generation matters. Prepare periodic Reports on the activities of the Department; Undertake any other function as may be assigned by the Director-General.
